PETRONAS, TotalEnergies and Mitsui Sign Joint Venture Agreement to Develop Carbon Storage Area in Southern CCS Hub

PETRONAS, TotalEnergies, and Mitsui have signed a Joint Venture Agreement to develop offshore CO₂ storage facilities as part of Malaysia’s Southern Carbon Capture and Storage (CCS) Hub. Building on agreements signed in 2023 and 2025, the partnership aims to advance the project’s technical and commercial development.

The first phase will focus on a depleted gas field offshore Peninsular Malaysia, with a planned storage capacity of up to 5 million tonnes of CO₂ per year and first injection targeted as early as 2031.

The project aims to provide safe, long-term CO₂ storage for hard-to-abate industries in Malaysia and across the Asia-Pacific region, potentially including cross-border CO₂ shipments. By combining PETRONAS’ subsurface expertise, TotalEnergies’ global CCS experience, and Mitsui’s commercial, investment, and logistics capabilities, the partners will work towards a Final Investment Decision (FID) and support Malaysia’s ambition to become a regional CCS hub.
